but not for something she dn the classroom. >> this is kpix5 news. >> an elementary schoolteacher under arrest tonight, but not something she did in the classroom. andria borba has more. >> reporter: the trouble began november 21 with a party involving several teachers from matthew turner elementary. it was a pot luck. after the party, several of the people there began feeling seriously ill. >> one of the party goers was rushed to the hospital with reactions. another party goer was taken to the hospital because she continued to feel like she was under the influence. she was not sure exactly what it was.

>> reporter: hospital blood tests confirmed the presence of thc, the active ingredient in marijuana. it was not just the party goers that at the marijuana laced food. >> one of the attendees took ohm the food and their 15-year- old ingested some of the food became ill. >> reporter: the person who brought the dish was identified as 47-year-old teresa gilmete badger, an elementary school teach. after the party, badger admitted to them she put pot in the dish. three felony counts of poisoning don't fit the mother they know say the neighbors. >> what you are saying is totally out of character. teresa is kind, a dedicated teacher. she is someone who keeps to

herself. >> reporter: benicia police -- >> badger was still in jail when last we checked and had not made bond. well the death of a patient is making a change at the san francisco general hospital. liz spaulding disappeared and her body was found in a stairwell two weeks later. changes have been made and were checked out by federal officials this week. >> we have taken it very seriously and have made very significant changes to assure her family, our patients today, our patients in the future and the whole city we are safer now. those changes primarily have been around security and safety. >> a review of the case found numerous mistakes from the start. among them, miscommunication

and inadequate searches. palo alto police are hoping that a sketch will lead them to a suspect in a violent home invasion robbery. they say the men forced themselves into the home of an elderly camailed afternoon and robbed them. the couple said they were shaken up by the whole ordeal, but they were not injured: they told police they were forced to lie on the ground with a gun pointed at their heads. the robbers took off with wallets, cash, and valuables. there may be no video record of the shooting that left a bart police officer dead. san francisco chronicle is reporting officers on the scene were not wearing their lapel cameras. brian webb has the story. >> reporter: when one bart officer shot and camed another bart officer this week, other officers on scene should have been recording video of what happened. >> as far as what was and was not captured, again, i would have to refer to the alameda

county sheriff's department who is conducting that investigation. >> reporter: bart patrol officers have been equipped with these cameras since last summer. trained to use them during any enforcement action including searches like the one that ended with bart sergeant tom smith killed by friendly fire. >> if you capture some of the events or an object on video and it is in a system, it can't be tampered with, it is irrefutable what you see. >> reporter: uniformed officers are required to wear the cameras. at least two officers in uniform were on scene during tuesday's search. >> our personnel train for these scenarios. what they did, how they approached that apartment, it is in accordance with our training. >> reporter: but if reports are right and no video exists, it raises a red flag for oakland turn john burrett. he represented oscar graham's family after the fruitvale

shooting. >> you have to wonder why the camera wasn't on. unfortunately, it eliminates a quality piece of evidence. >> reporter: brian webb, kpix5. >> they started using the cameras in large part because of the fruitvale shooting. a whistle blower is accusing cal trans of bushing aside safety concerns and they covered up structural problems. in a report commissioned by the state senate, they were told not to document concerns but voice them instead. it is not a cover up, they say, but a difference of opinion. >> after the altercations were discovered it became apparent to me that the problem was the kept secret that was ignored or covered up. >> i have no evidence or reason to believe there was any

coercion or anything like that to nabbing determinations. >> reporter: cal tran says that the bridge is safe and the quality is not compromised. there will be a hearing next month dealing with possible reforms for cal tran. riding huge waves, some of them four stories five. chopper 5 as one of the surf finalists managed to ride one out. glen ramirez with the winner. >> reporter: it was a picture perfect day out here for the mavericks invitational. a lot of competition out there on the waves. a south african wins for the second time here. grant twiggy baker from south africa takes the title again. he also took it in 2006. now there were tens of thousands of spectators out here for the competition. a lot of people watches this. also around the world online. it was a great day of

and they are getting some high profile support. >> reporter: like most nine- year-old girls, charmian butterfield likes dogs, but unlike other kids her age, butterfield has created an app for other doll lovers like herself. butterfield is a member of black girds code. an oakland nonprofit that teaches young african american girls to build websites and create apps and computer games like the one rebecca taylor made. >> we like to think of ourselves as the girl scouts of technology. >> reporter: bryant did the research and find out black women only receive about 3% of bachelors degrees in computer science. >> we hope to be able to tap into changing the ratio for women of color and really

making a difference in what the face of technology looks like. >> reporter: in two years, the nonprofit has taken off. there are branches all over the country and one in south africa. some of the girls apps are already available on sites like google play. i downloaded doll finder. and the news is getting better. black girl code just won a prize for $50,000. the money will allow bryant to hire more staff and buy more for the girls to learn on and hope they will pursue tech careers. >> i want to be a computer science engineer. >> i want to be an entrepreneur. >> i would like to make an ipad, but i think that is too hard because i'm only 11. >> in oakland, christin ayers, kpix5. >> bryant's ultimate goal is to reach 1 money girls by the year of 2040. she has already reached 2500. a controversial recommendation about handing out free crack pipes in one bay

francisco to start handing out crack pipes. the health department was looking into it and joe vasquez started asking some questions. >> reporter: hailey harris, 28- year-old says she is a crack cocaine addict. a group at high risk for spreading hiv. >> most of the conversations they have is i don't care. you know. and i'm going to die anyway. >> reporter: could landing out clean crack pipes make a difference in that attitude? >> it may seem counterintuitive, but it's a great program. >> reporter: laura thomas is a member of the hiv represent planning council. asking the city to consider a program to distribute free crack pipes to crack addicts. how will it work? well it is not exactly like the needle exchange programs which are accepted as a means to prevent the spread of hiv. you cannot get hey from sharing crack pipes.

giving them out for free like it is being done in seattle and several city ins canada is more than outreach effort. >> you can bring people into your program, make them feel respected, taken care of. then they are more likely to want to come back, and want to get on hiv ms. >> reporter: ms which have been proven not to treat hiv, but prevent the spread of the disease. >> i think it is insane. i think it is an insane idea. >> reporter: the chairman of the republican party. >> i'm concerned the message we are sending is we give up here are some free crack pipes. >> reporter: so what does the city think? well an interesting thing happened after we posted this story to the web. the city was exploring the program. just exploring, not formally considering it. but then we got this terse statement from the mayor's office. major lee is not aware of this exploration and is not

supportive. there are many other hiv interventions that should bic mothered. barbara garcia went a step further. that recommendation did not come to me and if it did. i would say absolutely no. we are going going to distribute crack pipes. they are using this as an outreach to build trust with people on the street. many of the crack users on the street are not getting meditation. they are perhaps taking it further. but it looks at this point, the city is not building trust with its own folks about whether these recommendations are going to be considered. >> yeah. sometimes, you got to think outside the box. i remember the big backlash, the big dust up when they went to needles to try to prevent hiv that way. and now that is pretty much accepted in many communities. joe vasquez in san francisco. thanks joe. from the looks of it, justin bieber may have won that drag race that landed him in a

miami jail. this is surveillance of it showing a yellow car believed to be biebers racing with other cars. and catching up, a police car chasing the cars. well the drag race led police to book bieber on charges of dui, resisting arrest, speeding, and driving without a license, but sources say two breath tests put his blood alcohol level below the legal limit. police say the 19-year-old singer admitted to drinking, using marijuana and taking prescription pills. the the 56th annual grammies will happen this sunday right here on kpix5. frank mallicoat shows us a bay area group that knows how to pull some strings to get a grammy win. >> reporter: outside this oakland home, crews are tearing up the street. that is why it is hard to believe that inside, this is going on. >> this is not your mother's chamber music.
